How to get PHP 4.0.6 and run on local XP machine

I have my own server hosted by Fasthosts. They inform me that I can't upgrade PHP to 4.3.2 without upgrading my Kernel, and if I do this then the GUI to the server won't work (would prefer to keep this functionality)
I currently have 4.0.6 installed on the server with Apache 1.3.12/Redhat Linux 6.2/MySQL and want to setup a offline development model on my XP machine with mySQL support.
Do I need to use Apache on my local machine or will PWS work.
Can I still get PHP 4.0.6
What type o install of PHP do I choose. Windows Binaries?
SuperGlobals aren't available in this version I beleive, which isn't helpful since I'm trying to learn PHP and most examples are 4.1.0 upwards.
I obviously want to emulate the same as what is on my server to avoid problems can anyone suggest what to do. Maybe change my hosting provider.
Note: I compiled, make and make installed PHP 4.3.2 with Apache & mySQL without error yet the version stayed at 4.0.6.
