can we use the mail() function within the localhost(wamp server)?

You will need to install an SMTP server on your computer. Then, configure it's settings in your php.ini file.
Set Search Time - A google chrome extension. When you search only results from the past year (or set time period) are displayed. Helps tremendously when using new technologies to avoid outdated results.
