I don't know of any free ones, but http://www.addr.com is a great web host for the price ($7.95/month +no setup). You might also want to check out http://www.megacheaphosting.com ($1/month +$15 setup)

They both offer PHP.

they offer free php and 50mb. there are a few more out there. you just gotta look. try http://www.freewebspace.net and sites like that.

I use http://www.phpwebhosting.com/
For $9.95 a month they give you 125 Megs of Diskspace + more for free as needed.
1 MySQL Database

Additional MySQL databases as needed(no extra charge)

Use of php4 (as an apache module and as a cgi)

Use of SSI(server side includes)

Your own CGI-BIN directory and ability to run your own scripts

Use of Perl programming language, python, c, c++

Use of all standard Unix utilities

Reasonable use of crontab allowed - no jobs that run every minute, etc.
Background processes (which run continually), servers, bots, etc. are not allowed

and plenty more!

I have my homepage with PHP at http://members.lycos.co.uk I think they have several local partners worldwide that offers free diskspace. Free, and 50 Mb. Banners and other stuff - yes, but it's free.
