Can you empty your index.dat? because you can only make a new cookie by closing your IE en restart it. If you delete your Cookie and your browser is still open, then It get his information aut of the Index.dat
IS er maybe a way to refresh that file, when your trying to make a new cookie if your browser is still open?

and no, what you said is wrong... i've deleted cookies and they delete fine without reopening the browser.. try sending a no-cache header to the browser and then a location header to refresh the browser after the cookie is deleted

Maybe the question is a bit difficult to understand. What exactly are you trying to do? Create multiple cookies? Overwrite an existing cookie? Delete a cookie? Are you trying to do this through PHP? If you were a bit clearer you might get the help you're looking for...
