You can register on Sourceforge as a user yes.

Once you've registered you can ask to participate in existing projects, but if you want to host a project there then you have to register that individual project yourself. Sourceforge will then spend a day or three before they decide if you can host your project there or not.

It all free but basically registration is fine, hosting a project there requires their approval. I've just registered a new project on Sourceforge and it took 3 days for them to make a decision.

heh.mine got approved over night..unfortunatly I decided there were more worthwhile things to do...that and I got stuck on some matrix multiplication which I've since figured out how to do thanks to c++.heh
