Getting warning when i try to send mail

here is my php.ini

Is your "localhost" running an SMTP server?

Is it "your" computer and do you maintain it?
yes: Did you install a mail/smtp server?
no: ask the admin of that box.

If it's your computer you need to provide the SMTP server your ISP give you. It's usually just something like:

smtp.your-isp.tld or outgoing.your-isp.tld
