What is the difference between PHP and PHP-Nuke, if any?

Big difference actually,
PHP is a programming language.
PHP-Nuke is just a content managent system, basically PHP-Nuke is a script written very poorly that helps people new to PHP build dynamic websites without knowing how to code in PHP.

Isn't php nuke just a pre created forum application like phpbb that u can install on ur php-running site ?

assuming that ur talking about the php nuke I am (freeware forum software) then u can't compare them.
PHP Nuke is a program written in php.
It is a message board similar to the one we're using to post messages here
U can't compare a language and an application
Applications are written in languages
As a previous post said : it's like saying
"do u think some particular website is better than html"
