Hey can you all help me out?

I'm a newbie to PHP
Me and a group are building a site.... All I know is that it is going to use PHP software... but I have no idea which software to use.
I want it to be exactly like this site:
http://www.paintballwatch.com
in that form... except it will be a price watch for other products.
it will be a price watch sort of website. Where people go to see the lowest price on products.
On each of the pages (as on http://www.paintballwatch.com) i want people to be able to write reviews for the product and post them theirselves.
I want traffic counters for each page and subdomain... so that I know which is the most popular and which is not (to make a sort of "top 10 products page")
I also want to know which links to foreign sites are teh best (to make a "top retailer" type of list)
So if anyone knows the software I need, or can help me in any way, or have any websites to teach me a little more about php, send it my way.
I am expecting to have 50-100 people on it at a time...
would a server with 512 ram, and with 15 gigs of bandwidth a month (burstable oc-3) be enough for that kind of traffic?
thanks again guys, my first time here.
