Try
http://www.hotscripts.com/PHP/Scripts_a ... ublishing/
If you can't find any suitable there, why not search for news publishers on sourceforge?
PHPCOW does look quite advanced, so not sure you would get something that advanced free without looking hard!

Why not use
wordpress? It's lightweight, easy to use and flexible. And free. The standard installation will allow you to publish news in different categories. You could have multiple users/authors. Each with different rights. It has the ability to add "static" pages to the site (about us, more info, contact, etc). It has an easy templating system, which allows you to build your own design or use an existing theme.
And it has a huge and active community, so when you need any help, there's always assistance somewhere.

What you're considering is going to take a massive amount of work once you've set up a new portal website. Think very carefully about whether you're really able to make a go of this before paying for a script. If you're going to be putting less than 3 or 4 hours a day, every day, for at least a couple of years, into creating and maintaining the content of the website then I wouldn't bother starting.

ya i am thinking of people as well
alleast 5 of them...
so what i need is script
now i think rather than buying script i would be better to make some one work from free lance site..for that fee...
that will be better choice i think.....
i can program for functionality as well..but i myself is too busy with another project...
any idea...

it's right on their front page!
