cannot connect to Mysql with php

Google for apachefriends. Download xampp. It has built in everything.
Why dont you go for xammp. it will give you all the basic necessites.
Yes, you're right. XAMPP is a best pre-configured package I have ever seen. I'm currently using this in my linux machine. You can get XAMPP for Windows too. Other option might be apache2triad which is also a good option.
