I want to develop a billing system for credit card. Can anybody tell me the basic requirements that I need to develop this system. I want to do from scratch. How transactions are processed? Any idea, [s]pls[/s] please share with me.

These sites have all the code and security necessary to accept credit card payments online and provide you with source code to directly implement into your website. Other thing is if someone steals credit card numbers from your website, they're liable, not you.
They also are in direct linkage with the banks so can validate the credit card and funds available.

There's no other way to take payments. You'll have to pay for some sort of service.

Which is 'best' depends on your application as payment gateways offer lots of different services. Typically Authorize.net is one of the cheaper ones for standard ecommerce.
