Why not I'm permitted to post a topic in Tutorial ???

Post a proposed tutorial, and then the community can help improve it by suggesting improvements, clarifications, and so forth. When the document gets to a solid state, the mods will move it to the tutorial section.

The tutorial section is where final documents are posted, not where requests for tutorials go.
Also I'd question your motives to post there if you wanted to, seing how this is in php code.
