Because a tutorial is a well written, reviewed and agreed upon document.

Post a proposed tutorial, and then the community can help improve it by suggesting improvements, clarifications, and so forth. When the document gets to a solid state, the mods will move it to the tutorial section.

The tutorial section is not a place to ask for tutorials.

A post that you would like to see become a tutorial.

Yes, it does. You don't need to POST to find something. Use search.

The tutorial section is where final documents are posted, not where requests for tutorials go.
