connect to local php socket server

I am running a php socket server on my local machine.
I have this php socket server code I found on kirupa.com:
It works fine when running "telnet 192.168.1.101 1234" on my local machine.
But when I try to connect to the socket server through another php page such as this one:
the socket server spits out Warning: socket_recv() [function.socket-recv]: unable to read from socket [0]: The operation completed successfully. in C:\xampp\htdocs\sockets\socketTut.php on line 100
I am basically trying to host a socket server and connect to the same socket server on the same machine, using 2 different php applications.
Any ideas?
