There are 1024 kb in 1 megabyte, so yes, it's in KB

Yes, but there are 1024 bytes in a kilobyte, so.. ;)

MAX_FILE_SIZE is the byte count limit used if lower than the php ini file setting.

provided you remove the commas, that's just over 1MB. 1048576 is literally 1MB.
