Movie FIle (WMV/MPEG/AVI) in Flash File

Hey Guys, not sure if this is where I should be posting this, but does anyone know how to link a movie file (WMV/MPEG/AVI) into a Flash File, without using the actual program, Flash. Like what YouTube has, except security is not an issue, it is simply for viewing pleasure, so the client can upload a movie, and it will display inside the flash.

Flash files can call an 'outside' media file but you'd have to create the flash file to perform this function first...

Yeah, thats what I'm trying to figure out how to do... (the 'outside' movie call), In flash, you can input a movie on a webserver already (File->Import->Import Movie->Import From Webserver...), so you have to make sure the original file is still there, but it says the original file has to be a .flv, not a .wmv or .mpg, so something similar to this would be ideal.

ffmpeg can produce flv files.
