Dynamic Select Menu with Twist

I have wracked my brain trying to come up with an appropriate solution to this and I'm sure that somewhere someone has at one time.
I have a dynamic php/mysql drop-down menu that needs to be small in size when static and grow/populate when activated.
I've tried a few javascript ideas with document.write plus visible (on [mouse action]) and so forth. I'm going through the CSS docs to see if there's something there I can use.
I may simply go with a DHTML solution, but would rather not as I have a bunch of these on the page.
any pointers or just simple/stern/shaking head URLs to look at would be most appreciated.
