Company web portal

I would like to create a web portal for my company, but have never created one before. The latest big project that I've done is to customize a script called dolphin. Does anyone know of a good web portal script that I can modify? I can't seem to google my way to anything decent. What I am looking for is:

File uploading/downloading
Employee work status management (contact info, user levels)
Ticketing system

Those are the main scripts I need, I can create the rest. I currently have to update employee status, through EXCEL SPREADSHEETS! This includes name, email, supervisor, hire dates, and office location. Then there is another spreadsheet that I have to update to track everyone's classes, and another one for email passwords. So when there is a hire or separation, I have to manually update those spreadsheets. If I could find a simpler way to handle this through a web portal that would be great.

I doubt you'll be able to find something that suits all of your requirements. Have you looked at http://hotscripts.com?
