There are entire website based on SEO. Have you done any research...? The best websites on SEO are the ones high up in the search engines.
Some good advice that more people should follow is to use HTML tags the way that they were meant to be used. Headers, emphasis, divisions... Organization. Look at your pages without CSS and see how organized they seem. Most 'better' search engines give tags the importance that they deserve.
Read enough resources and you'll realize that the number one rule about SEO is to be honest and not try to be manipulative with search engines. If it seems like spam, they'll treat it like spam, and because there is so much, they have technique after technique to prevent it. Most of them are automated by programmed and tested algorithms, so they don't need to approve every action. If the algorithms determine that you are spam, then as far as they are concerned, you are.
