SEO and the Flash webpages

I couldn't find a proper forum so here goes:
My client has some websites done by a previous web designer which wants to update.
The one problem that has risen is that none (and I mean NONE) of his websites are listed
anywhere in Google or other search engine. This was that the sites had no meta-tags
and more importantly any text content, as they were all made in Flash. (ouch*)
I proposed that we could add a simple description to the index page, but the client didn't want his
awesome "enter the site" layout "messed up" with text.
Is there any way to make it list in search engines without breaking their terms and getting banned?
