Web Services SOAP XML-RPC

Hy guys...

I have one doubt that needs to be solved.

In this moment i'm confused with some terms of Web Services. First of all i don't know if i should use PHP or Java to make my WS.
In the other hand, i don't know if i should use the XML-RPC or SOAP Protocol.
I need to develop a WS that will receive some methods( my API ) with a lot of Arguments that i can't determine, because a lot of them are Optional.

I know that the SOAP is a w3c Standart, but here in my Country , all my friends recommend to use RPC-XML ( that isn't a w3c standart) but as it appear , it's simplest than SOAP.

Anyone can give me some ideas of what i should use ???
