Video Streaming

I'm a bit new to the concept of live streaming, and have opted for progressive downloads in the past by dynamically changing the video source in our flv player (which works pretty decently for smaller filesizes). However, our requirements have changed slightly and would like a more reliable means to delivery dynamic videos without any interrupts, as such with low bandwidth users. We would also like to deliver higher quality videos (we are currently serving flv's around 1mb at a time -- low quality).

Basically, I have a series of videos that are controlled from an operator. They can dynamically choose which video should be playing at that moment, so it's not a matter of simply serving up a video to play as it changes very frequently.

So basically I'm looking for any general recommendations how I begin to tackle this issue.

I am considering purchasing a license for Flash Media Interactive Server, although I am first looking for cheaper (and easier implementable) solutions before forking out the $4,500USD license cost.
