English speaking PHP developer

Hi all...
This is a bit of a vague post but...
I have had a mixed experience hiring offshore developers in the past. One of the main issues can be a misunderstanding of the brief, especially when trying to relay more complex requests. This of course could be down to me! However, I feel it would make sense with two looming projects to source developers fluent/native speaking in English. It is also convenient to have the developer working within the same time zone to speed Q & A's.
However, hiring a UK based developer (for example) can be very expensive.
Any suggestions?
