Need good programmers

I need programmers (perl or php) for permanent work. I will pay approx. 500-700$ per month. I'll give you 150$ as soon as you begin the work, but I'll need your passport's scans and/or utility bills' scans so that I'll know you're not a scammer. Why dont anyone ever ask for "I need a somewhat-good programmer" or a "poor programmer" ? :P

$700 a month for how much work? hours/month?
if You double that amount and make it per week I'll consider it

Last summer I advertised for people who wanted to learn to program PHP will doing some feature upgrades. Low->no pay, but teaching/mentoring (its in a uni environment) got a few nibbles, but then lost them to more interesting projects (other free ones)

$500-$700/month? If you are only asking for about 15-20 hours/month of work (and permit telecommuting), I'll consider it.

Yet again, some basic details would be useful.
Location: Onsite or telecommute
Job description: rough outline of what would be expected
Skill set required: languages, environment, etc.

Job description: You'll do what the customers want :)
Skill set : php + mysql. Nothing else.

one question before I consider sending a resumé link -

why is your only contact information so far an ICQ name and a universal free email address?
why didn't you list the email you must use at your design companys site?
what current presence do you / your company have on the internet?

call me a cynic - I just find it a tad hard to trust anyone without trackable references - especially when they ask for a utility bill scan - which incidentally everyone here could easily doctor in any imaging program. Surely asking for a current whois reference / gateway listing would be much more secure.
