Hello i am a 17 year old basic php deveveloper looking for work. Ideally, I'd like to work from home, I've set up and created forums, galleries, user management and small content management systems.
My hourly rate is 25 Rand - that is US$4 or £3.5.

4$ US hourly rate? I would not hire some one with that rate.. makes them seem desperate. A php developper should ask no less than 15$/h

It also depends on where the person is located. $4/hour in some places is acually pretty good money.

The web developpers industry really doesnt revolve around location --- like most jobs do, so why should the wage be affected by it?

But that is probably a good wage where he comes from. We urge you to ask for more money so we dont have to work for this rate in the future....we dont want everything to be outsourced to India.
