Need web front-end for Excel-based modeling tool

I looking for someone, preferrably local (San Jose, Ca.) to develop a Web front end to a Modeling Tool that I have built with Excel 2000. Essentially, I want to build a web-based front-end to the Excel spreadsheet --- making the Excel design modeling portions background processes, thus hiding the spreadsheet complexity in the background. There are approximately 15 input parameters, 20-25 outputs (data that gets displayed to the user), need a few drop-down boxes for selecting various components and will require the ability to display graphs. The spreadsheet (which has 8 pages) is not your normal 2-dimensional X/Y, evenly structured columns and rows; their are lots of things going on all over the place. Deployment on Windows PC platforms, or host it on a web server for access over the Internet.

What are my options? Is PHP the way to go?
