Looking for an UBER script.

I give up looking, been looking for days.
Why don't i write it myself?, not enough free time and short window of opportunity.

I've been developing on PHP since December last year and loving it. I probably spend 4 hours a day every day doing things with PHP and web development on top of my regular job!
But I need help, I'm stuck. I'm hoping someone else has seen this idea, or can point me in a direction that will get me started.


Here it is in a big nutshell.

I need to make a site centered about Polls. The Polls are going to be used to decide the features and execution of a particualar program (could be used for any program). The developers of the program want the end users to decide what features will be in the next version of the program and to come up with new ideas/features as well.

Actaully having Developers that will listen to the public/users about what they want is great. But a system needs to be developed for all the ideas to come together in one place (the site) and for the developers to see how popular a particular idea will be.

So here's how I see it happening.

- User fills out form that creates a Poll (Question, description of idea, options). This poll enters the "requiring sponsorship" section.
- Each "requiring sponsorship" Poll should have a link to a forum topic for discussion of the Poll. (The idea is to weigh the pro's and con's and generate some interest for it, or smack it down).
- a minimum number of users must sponsor the idea before it is added to the main section listings.

- Once the minimum number is reached, it is automatically placed in the official feature request section according to it's category.
- Categories are setup by admin/Developers, but users can suggest a new category with their submission if their idea does not fit within a current category.
- Users can then vote for each and every poll once. And can change their vote.
- All Categories and Polls must be searchable and easy to read.
- users should be able to get a summary of all polls they have voted for, and how they voted, and which new polls they have not yet voted for.
- Polls should have a graphical display of the votes.
- users should have the option of receiving email informing them of new polls, and if their poll submissions receive minimum sponsorship, or any poll they wish to know about.


Quite the task eh?
The poll programs I have seen so far are pretty good for the most part. A lot of CMS scripts include polls. However I have yet to see a poll or CMS script that allows everything listed above.

And yet, it seems to me to be a good idea for Developers and users to come together and work together on a project. The Developers get to see what users are REALLY interested in, and the Users know that the Developers are getting all the good ideas hashed out so they have some hope of a good program in the next release cycle.

The help you need is not a PHP question, it's more likely to be a paying thing, unless you can find guys to work for the love of the game. Still, this is not directly a PHP question, so I moved this to Job Hunt.
