I would like to create an ad management system. My budget is 50 dollars.
These are the features that i require :
For the advertising system this is what I would like, I have tried to group it as best as possible.
FOR PUBLISHER:
- New user registration (Fields would be name, site name, address, url, monthly page views, where they already run ads from, and paypal email).
- Users can also add a site to their account from inside user panel
- Users can view stats by site, and ad type
- Users can change payment profile inside user panel
- Users can view payment history
- Users can view each month when they were paid
- Users can view campaigns assigned to their account and approve or deny them
- Users can grab the ad code which will display ads randomly on their site
- - Code should track click and also track impressions
FOR ADMIN:
- Admin should be able to approve or deny users after they sign up (automatice
e-mails)
- Admin will be able to edit when each user is paid / was paid
- Admin can assign a bonus and add an extra amount to an account
- Admin can assign campaigns to each publisher with caps on how often they are seen
- - Should be able to use HTML code, or image and url as a campaign
FOR ADVERTISERS:
- Advertisers should be able to create an account
- Place an ad order online (Should say pending until admin approves and deactivate once amount of impressions bought has been run)
- Have the option to pay through paypal or write a check
- Should be able to check impressions and clicks
- Should be able to select from which publishers they want their ads on

I suspect most of us would agree that $50 is not sufficient payment for coding a project of this complexity. But, hypothetically speaking, how much would you charge to design such an app from the ground up? How much would you charge to install and do some basic site integration of a third-party application that met the needs of this client? These numbers would, of course, be conceptualized as preliminary estimates.
As a person who is interested in the idea of eventually making a living doing programming of some sort, I am very curious about how individuals and firms calculate their rates. I would imagine that persons in need of some application development would be curious to know this as well.
