PHP code toad sought

I am looking for a PHP code toad who can quote competitively for jobs as they come in but who is above all else reliable.

Ideally, I am looking for someone who can put together relatively simple, user-maintained (CMS) e-commerce sites, based on designs from Fireworks and Photoshop design mocks.

Living relatively close to a collaborator would be cool considering it would be within driving distance to deliver a swift kick up the butt if either stiffed the other. :wink:

Are potential coders not allowed to quote for a particular job?

I currently have one in mind that was originally quoted as £400 for a shop. This included the design, domains, 1 year hosting, seo, cms for adding/editing new products, offers and news etc, the shop (of some form or another via Paypal or such) to hold between 200 and 400 products and a forum.

I know that's quite vague but suffice to say that it was a shop (practically fully featured) and the coder pulled out but the client still wants.

So out of that £400 I need to pay a coder and the rest of the features.

I am also on the lookout for someone to collaborate on a more permanent basis but I can't advertise until I find someone reliable.
