I have alredy replyed on the other forum (Sitepoint), but just in case I am replying here as well.
Been done before. $400 is fine. 3 weeks is enough.
PHP, MySQL, XHTML/CSS (W3C standards) will be used
(and other? if needed).
I am almost in the same timezone with you (2 hours difference).

You'd be suprised how much something in American is in some of these countries with PHP developers...
eg.
Programmer from India: $400 USD = $18,526 Indian Rupees
Programmer from Canada: $400 USD = $519.96 Canadian Dollars

sounds like someone who has an idea and is trying to do it as cheaply as possible.
It is possible to do it in one page but you wouldn't want to try and do any updates as it would be to long and cumbersome. $400US I assume from a guy in britian.
I wouldn't do it but then agian I being paid a salary to develope in PHP. Oh the relief of not worrying about where your next contract is coming from.
