dedicated athlon for a php coding job

I am offering a fully dedicated server, that is located in slovenia(telemach) on 10 mbit line(umetered bandwidth )
Specs;
Athlon 1500
512 ddr
40gb disc
With debian linux( you get root and you set everything)

In return we want a php programmer to write a script that will have registration and login system (also class system user/admin..), and will display records from the database
oh yea, script has to have really fast execution time, and be optimised

Could you provide a little more information?

Other then PHP what else is required? (mySQL, Javascript, ...)
when does the job need to be completed?
What version of PHP is being used?
Are there any additional modules installed on the server and would the programmer have access to install more?
Has the project been started yet or is it from scratch?
With the dedicated server, are you going to continually pay the bills as long as your site is up or is this a heres a month of hosting thing?

If the questions are answered here you only have to reply here and not in multiple emails from others.

although it'd be nice to know what version of php (and extensions) are installed. :)

If you have root access (uid=0), you can do anything you want ;)
