Looking for Skilled Programmer / Designer

I am looking for an individual to hire one time for a project I currently have on my plate. Unfortunately, I do not have the time to complete it myself.
I'm looking for someone who is highly skilled in progamming with PHP and MySQL and can either manipulate, or redesign a website for a national fraternity. Not only would I require that the individual design the website, but I would need a management system created that will track hundreds of pieces of information about individuals, units, etc. HISTORY IS IMPORTANT! I would also like to make sure that certain items, even when changed - are kept for historical purposes. You need to be able to tie this new managament system in with a forum (I like phpBB) and install what I call a "knowledge network" which is really nothing more than an online filing cabinet with different access levels, classification for documents, blah blah blah.
One last thing. You need to be able to make this system "dummy proof." My 8 year old brother (if I had one) should be able to login and be able to know what to do.
Please also keep in mind that although I can pay a few hundred dollars for something like this, I will not pay for something that's way out there. As a programmer myself, I know how expensive something like this can be when we really get into it. After I talk with you, I would like to hear a quote.
