will someone here take(in money or something) to make an simple news system(no copyright code pleease) with an MySQL database?

What do you mean by "no copyright"? Get a GPL application which is free to use for everything you want. Whoever makes one for you is stil the author.

True, but if you contract to write something for someone specifically then legally speaking the copyright belongs them, not you as it is considered to be a "work for hire".

USC Title 17 Chapter 2 ยง 201 Paragraph b states:
(b) Works Made for Hire.-In the case of a work made for hire, the employer or other person for whom the work was prepared is considered the author for purposes of this title, and, unless the parties have expressly agreed otherwise in a written instrument signed by them, owns all of the rights comprised in the copyright.
Also, technically, unless you GPL something there is no such thing as "No Copyright". So I'd have to agree either finding something that is GPL or hiring someone to write it for him are the two best ways of going about what he wants...

Is the real problem to simply have something written with a byline as in order to rappresent your skills?

If you just want a simple news system, use something like Nuclues. It's GPL so it's free. Furthermore, you don't have to use all of the functionality.
