[JOB] low $XXX budget

I am looking to make a File Host website, and need somone to code the script.

Basics:
Should be support URL and FILE upload.
Should be able to support .zip, .gz, and .tar (tar.gz) Does not need image (jpg gif, png) support
Will pay extra for a download/upload staus bar
User can optionally enter an email address(es) (up to 8 addresses) for the file download link to be sent to.
After upload is complete, visitors should be given the URL to download the file.

Users
Guests should be allowed to upload files

Members should be able to do all the same things as guests (I will set higher settings for members)
Members should have a little control panel, where they can view their files, delete them, and view the IP's (if a member downloaded, see the members username) of who has downloaded it.

Front End
visitors should be able to register, Will need to use paypal to charge for members.
I have the template built, so I just need to insert the code for this (no template needed)
Would like Last 100 and Top 100 pages

Admin Panel
Admin can:
set max size,
set max number of downloads,
set number of seconds downloaders must wait to download files,
set allowed file types,
set days of inactivity until file gets deleted,
set the price of registration,
set admin's paypal email address,
can approve, reject, delete, and add users,
and view, download, delete, and add files
Can view usuage (number of downloas, who downloaded... etc)

When you say low budget, can you give an estimate of what price you are expecting?

would pay around 100-175

Could do with some currency that you would like the 100-175 in. Personally, I highly doubt you're going to find anyone to go near that for £175 (~$335 USD).

Yes, I know it is kind of lowball, but that is all I have budgeted.
It was USD, so $175 was my budget

Ouch! That is a rather low amount of budget for a rather high amount of proposed work. It is not impossible, but you are in essence asking a develop to build your enterprise application for about $175. You might not get many hits with that budget. It sounds like a great project though. Good luck.

To give some constructive feedback, you may be better posting on Rent-a-Coder or PHP-Freelancers since projects on those sites tend to go for low bid amounts, whereas here you'll probably struggle to find somebody who can affordably work on that budget.

You'll be hard pressed finding anyone on here willing to take on a project like that for the amount specified...I hope :P

Maybe if you cut and paste and just hacked it togather...

I would suggest going in search of a file manager script and paying the original author to modify the application to fit your requirements...

I hope they suffer the consequences of going cheap...less than minimum wage for such a demanding list of qualifications...

Thats the point...to discourage anyone from accepting such a measly budget...it's demeaning...belitting and just downright silly to think anyone with such qualifications would even consider that budget...

I think you said more than enough there Hockey. Can you keep out of this thread now please? The OP came looking for help, they stated their budget without hiding anything and you've proceeded to belittle them.

Yes I'll stay out...just to be fare...my comments were more towards the link I provided not the original OP :)
