Scope: The new hire will do code base and develop their site on a day to day basis. The new hire will also implement innovative new features and enhancements using PHP and SQL on the backend, and Javascript, XHTML and CSS on the front end. They also need the person to review codes and ensure the development process is efficient. The manager wants someone who understand PHP time server architecture. Also, anybody that has done large scale systems (google, microsoft) would be very interesting to the manager. What also impresses him is if the person has done web 2.0 mash up.

So what is the current market rate in the bay area for someone with these skills? Lamp + PHP

Web developer, in area code 94059 (Redwood city) puts it at 55k->104k. Several job postings on hotjobs are in the 70-90k range.
I generally see jobs in this area (Columbus, Ohio) for web developers in the 60-70k scale.
However, SF carries a cost of living difference of huge scale:
# To maintain the same standard of living, a salary of $70,000 in Columbus, Ohio should increase to $139,186 in San Francisco-Oakland-Fremont, California
# Stated another way, it's 98.8% more expensive to live in San Francisco-Oakland-Fremont, California than Columbus, Ohio
So, it just depends on the person, the job, the requirements, and so forth. But cost of living is a serious issue to consider when moving to a place like that. Its the same bug that bites people who move to New York City. "But Mom, I'm making six figures just out of college!".
Yeah, and spending all of it.
