I'm not surprised you didn't have much luck on Linkedin. That site is geared towards business people. PHP developers are often geeky people without much ambition to 'network' like that. Try advertising in local press, national press if you can afford it, journals like PHP|Architect, forums (eg our Job Hunt folder), local PHP user groups...

EDIT: Just saw your job advert in the Job Hunt folder. That'll teach me not to check. :) I have to say, the money you're offering is terrible for a good developer (especially considering how strong the Euro is at the moment). You might be able to get a graduate or someone with a year or two experience but no degree, but you're not going to be getting anyone really capable of hitting the ground running on the money you're paying.
