Need to hire PHP developer for website backoffice

I am a web designer and already have the site look designed. My client is starting a system to help walk members through signing up under different affiliate programs. Key components of the site: login/out, create a members back office upon sign up, know who the members' sponsor is for multiple programs, keep parts of the site locked/unavailable until member completes certain tasks, then unlock only the next section/page as member progresses.

I am a novice PHP programmer and have experience working with databases (FileMaker, Excel) but have never designed a system before. Though not mandatory, it would be good if the person hired was not adverse to discussing enough PHP with me so I might understand how the site works from a technical aspect... And, no, I would not expect you to teach me PHP. I will respect your time constraints so the limits to your patience are never breached.

I maybe able to help, But is there a deadline for this project?

We have no deadline per se. We would like to get it done as soon as possible. What type of a time framework are you thinking of?
