hourly rate $3 is reality for Russia, Ukraine and other post USSR countries....
so my $15 is something in middle between USA(west European) and East european prises...
If you want we can make partnership.
If you can get project for $40/h you can then pass it to me for $20/h
and have $20/h nearly for nothing.

I wouldnt even get out of bed for less than $40/hr....Anyone who only charges $15 must not have a real skill set.

FYI: I never charge an hourly rate. I analyze what work needs to be done and then the level of depth (days, resources, etc) it will require then give a very fair total estimate based on that.

I think that method is much more efficent then the hourly wage system, plus it's what most people post as a bid on Scriptlance. heh ;)

I am charging on per project basis too.
But I must give my clients some idea how much will it cost in comparison with other companies.

How can I tell clients that they will benefit working with me?

well I just asked my developers and designers for estimates:
Designers: design like this under 100 eur. (One even is ready to make it for 50). Much better and complicated design ~300-400 eur.
Programmers: If you want to manage content from Admin unit it will cost you 200 Eur. If you want to have some interactive features -- you should describe them and then we can make additional estimates.

So right now:
Site with design similar to yours with content managed from admin unit costs about 300-500 euro and could be ready in 10 working days.
