Contracting a dynamic site and would like some advice

Hi,
I am not savvy with PHP, but I would like to have a dynamic website built with Microsoft mappoint web service capabilities. I will probably utilize an outsourcing board like elance.com, but the jury is still out regarding nondisclosure agreements. Anyhow, I have quite a large database to build (at least that’s what I think, but its my first invention, so...). In a perfect world, I would like to only place one explanation and poof...out pops a website with database, mappoint web service integration as well as other amenities. Now, I wonder if I should break it up into a PHP database, mappoint web service integration and the actual website itself. Please provide your thoughts on this? In my mind, I would think all project managers would have to talk with each other in order to blend the requests, is there an advantage to make one prior to the other; separately? I am sure it depends on the capabilities of the freelancer, but I am hoping for some guidance.

On a second note, would it be worth it to have an access database built on the cheap for me to fully understand all the data capabilities for the database prior to asking a PHP freelancer to build it for me? I have organized much of the data, but without the actual database, I most likely can not see all the potential. Would it make it easier for a PHP freelancer? Please advise.
