RFQ for Single Page "Edit this Page"

I am requesting RFQs from developers who would be interested in tackling this project:
I would like a single html page with embedded PHP 4 in it, that displays normal HTML content (headers, tables, etc.). At the bottom of the page is a small asterisk * that is a link. If you click on the link, some type of auth is performed (username password would be great, but multiple IP numbers is acceptable) a large form is presented to the user allowing him to edit that entire web page, including all of the PHP code itself. When submitted the web page is updated with the new content.
It is acceptable that the name of the html page file needs to be hand-coded into the html page for the php script to work, but ideally I should be able to drop this single web page on any web server with PHP services, and then be able to "Edit this Page" as needed. Sort of a mini-micro-wiki.
The software when complete needs to have copyright assigned to the Alacrity Management, who will agree to make it publically available under a BSD license.
