Want to make a poll-making website but don't know php

It's just that!
I currenty have a Postnuke website (http://www.xpfreedom.com). I chose postnuke because I don't know anything about php.
The next thing I want to do is make a website that hosts polls for people. My current host supports all of the goodies to make that happen (databases, cgi, php, etc etc). Unfortunately, I have no idea how to code ANYTHING like what I want to make
, lol.
I am looking for somebody who will make the site for me. I don't need it to have a nice interface, because I can take care of that. I just want pages that work. This is what I'd like to happen:
1) User signs up with credit card stuff ($2.00 a month for 10 polls)
2) User logs in and can create up to 10 polls with custom interface
3) User gets code for their poll/s and puts them on his/her website
4) After somebody votes for the poll, it shows the results on a page hosted by me.
I need all of that, plus I want a lot of options for the user (how many times people can vote, cookie voting, color options, etc).
I'll pay somebody if they can make this work. I'm thinking $200~ish or more depending on how well it's done. (USD)
