Well, there isnt much to go on!
The domain is parked, so we have no idea what it was before - let alone what the remake WILL be.
You don't detail what the site is for, what its about, what the backends will be, how it will run, will it be membership-based, will it be a fee-based site, etc. etc. etc.
All you've said is "I have a site that needs a designer. Any takers for free?"
So why should anyone jump up? Excite us! Sell your site! Show volunteers why they should be interested and enthusiastic about helping, and maybe they will.

Ok...
The site is about programming. To be on the spot, my visions are to create a large scal developers network, for every language. In the site they should be able to find services that will help their work, such as forums, project hosting, libraries, resources etc. Those targets where almost achieved in the previews site (
http://www.programarsguild.com) but for some reason the site is failing. Also tha CMS that i used was not good enough for the job. So those are the 2 reasons that made decide in changing the name and tha code. The site will now be based on an enhanced version of Exoops, and i need people to help me in doing this enhancment.
So we need php-mysql coders, and people with great artistic talents..
Did i go well?

Much better. Plenty to inspire people.
Not my personal cup of tea, but I'm sure (get it? ha!) that someone will be more enthused now.
