Metropolis GT needs hardcore php/dber to setup complex site

Metropolis GT is a cyber punk Unreal/HL2 mod.
Metropolis GT is a cross between an rpg, fps, and action: fighter such as teken for example.
The M-GT Team will soon have a team of over 200.
Since everyone is spread all over the world the database needs a content management system in which the team can upload content into their own user accounts and get feedback from the rest of the team.
The content management system must be relative to how unreal and hl2 manages content so please study the directory structures for both engines.
Here is what the main index should look like

Home
News(clicking the link displays the news history)
Forum
Dev.
Team (lists members of the team)
Overview (Tells a story about why/where/when the game takes place)
Features (about the gameplay)
Media (wallpapers, level screen shots, model renders, concept art)
Downloads
IRC
ModDB Profile
Log in(team member login to content management system)
Content Management rough layout(note the purpose of the content managment system is to ease the flow of content going into the game by the team and to also make a strong backbone for development and communication)

My Directory(should contain the same dir. structure as unreal with each folder containing an upload content link)
