Quick script create directory and file

Hi,
I was wondering if someone know of a quick script that does the following... Thanks in advance!
Here's my goal:
To be able to access a private admin webpage on my website and AUTOMATICALLY create a newly generated Index.html file that contains a META REFRESH URL. This webpage script should give me the ability to type in the name of the new directory I want created in my Apache web, and then ask me to type in the redirect URL that I want to put in a META REFRESH tag for a newly created Index.html file in the new directory that it creates.
The reason is that I'm trying to automate the process of using Frontpage to change my Index.html file (Meta Refresh tag - URL data) and then having to open an FTP program to create a subdirectory off the "/" directory, and then placing the newly modified Index.html into this new subdirectory.
Does anyone know of a script out there that already does this? Or, perhaps you've got something that I can take a look at.
