You would be the first person i meet that has a MySQL configuration that performs twice the same statement although it wasn't asked to do so. Given the fact that you mention a timedifference of two seconds between the statements i've got the feeling that it could be related to some (unwanted) redirection that explains why the code is executed twice..
I suggest that you place all the code (also included files) somewhere on your site so we can have a better look.
