Help needed for new international health care organization

I am a first year medical student at the University of Miami that is in the process of conceptualizing and developing a non-profit organization focusing on information technology solutions for public health organizations. I am looking to develop an online medical record database that will be provided to small healthcare organizations working in foreign countries to aid them with providing continuing care to their target populations. Here is some quick info about what I am looking to develop:

An SQL driven database coded in PHP to track patient demographics, vital signs, lab data, and doctors notes all stratified by date. I would like to give each participating organization separate access to their own set of medical records that they can add to, modify, or remove. Ideally, I would also like to (eventually) develop some statistical tools to analyze and interpret data by geographical region.

Any help that can be offered will be appreciated. If you have any technical (or non-technical) input on the scope and breadth of this project please feel free to offer it. Thank you.

Make sure you know what legal implications and liability you will have holding that data. I don't think you want to go into this if you don't have someone who is very experienced in security doing code oversight and server management.

Otherwise it sounds like a very cool project.

Absolutely. Security is going to be an important issue. I think the project will be OK legally (for now) since we will focus on providing the service to organizations that treat individuals in mostly tribal and indigenous areas. But we will definitely have to change our focus if we start serving patients in more developed countries, especially this one where this is also great need for this type of project.
