Check if crontab is enabled?

For whatever reason, both the crontab through root/ssh and on cpanel isn't being run, no matter what method I try to run a php file.

Could it be that the crontab is disabled? If so, how would I go about enabling it? Are there any other problems that might arise as to why it won't run a given php file?

It's a dedicated server. I don't care to overpay for support.

Many thanks to d11wtq for helping me with what service to look for.

I followed the instructions on http://www.bscb.cornell.edu/computing/cron.php and it works perfectly now. Anyone looking to fix their crontab service should follow those instructions.
