Why not just give the webserver a static ip address...
Poke around in /etc/sysconfig/networking (iirc)

If you install samba it can (amongst many other things) broadcast the name as windows pcs do.

Under Redhat I beleive Apache is located in (conf files) /etc/httpd and your documentRoot is located under /var/www
Though it could be under /usr/local if you built it yourself.
