GRUB Error 22

I download the latest Debian distro 4.X and burnt the ISO onto a blank CD (business card).
I then logged into my current install and fdisk'ed the paritions to completely remove them so when I popped in the latest CD the installer would hopefully see there were missing partitions and basically re-install everything overtop the existing install.
Problem is, when I threw the new CD in and re-booted I got a GRUB Error 22???
I've Googled this error and read a bit about it. SOunds like MBR problem, but when I threw in my old Debian 3.1 install disk (business card) everything started fine and I'm installing as is. I thought install disks would have the proper boot information to begin installing on a partition-less HDD??
Can I assume the ISO I downloaded and burnt was simply flawed and if I did it again, chances are the disk would boot and begin installing fine?
