can't access my site outside

can't access my site outside
We hosted our own webserver in our organization. We get access to the internet through a broadband connection from an isp. We have a public ip for the server which acts as proxy for other machines and another public ip for the webserver which also has a direct internet connection. The DNS mapping for the webserver is made by the registrar of my domain. When I try to access the site from with in the organization i am able to access it. But if we try to access from another isp we are not getting it. Why does this happen.
