Can't open .php, .shtm, .shtml, and .asp

Can't open .php, .shtm, .shtml, and .asp

I have Windows NT 4.0 as my operating system
SSL certificate
PHP installed correctly

My question is how come everytime I open .php, .shtm, .shtml, and .asp, it prompt for a username and password? I checked the permission for all php files and they all are fine. FYI, after I typed my admin password.. I can view the php page just fine.

Is there a specific folder (eg. temp folder) that I need to give permission for IUSR_<machine> ?
